Case Study: North Carolina Rehab Code

Challenge: Mecklenburg County took the lead in implementing a state pilot program to introduce a new building code, written expressly for existing buildings. We were one of only seven firms asked to submit a proposal to promote the code and educate several industry-specific communities, as well as the general public, about the code.

Action: We invested an exhaustive amount of work for research both before and after we were awarded the project to be sure our recommendations were appropriate and affordable. We recruited a prominent Charlotte historical developer as spokesperson for the code and partnered with several media outlets to gain publicity in specific industries and with general audiences. We initiated a number of high-visibility tactics, including producing educational displays at various fairs and festivals, designing flyers that were distributed at area Home Depot stores, and created branded yard signs for placement at representative worksites.

Result: The Mecklenburg County Code Enforcement Department granted 32% more permits during our eight months' involvement than the previous 15 months of availability. The construction value of those permits was $38,879,794.
